Never asked why he walked everywhere. Likely because he didn't have money or a bike to ride. But in Chicago they would steal your bike if they could.
Chicago made people register their bikes on the assumption it could be recovered if it was stolen. I never met anyone that got their bike back after it got heisted.
There is, however, a catch. When you register your property with the government (state or city, it makes no difference) you give them an interest in the property. Now they can use that property as collateral for when they take out a loan. And believe me they do just that. ;)

I can imagine. I work with a girl who occasionally wears a T-shirt that has a cross with Star of David slung across the top. Before her Grandma passed away she had both U.S. and Israeli flags on her porch. They are Christian-Zionists. ;)

I knew a guy that worked for State who lived in further out NW suburbs. He had four daughters.
They were in the van to get some dinner. There was one of these panhandlers standing on the street corner. They pulled up and said to him, ""Why don't you come with me and my family and I will buy you a meal."
The guy said, "What are you nuts? I make too much money standing out here."
One of those panhandlers would stand on the exit ramp near where I lived. Every time someone would hand him a dollar, he made like he was wiping a tear from his eye. I would drive right past him.
Then one day the State crew cab was sitting on an exit ramp. A limo pulled up and they dropped off one of those panhandlers. They followed the limo. They went to the next ramp and dropped off someone else. then they went to the next ramp and dropped off another panhandler.
I wonder how much they had to kick back to the limo driver or whoever hired him? That was all a scam too. :-/
