JFK cancelled a $6.5 billion aircraft development contract which would have ballooned into $65 billion (minimum wage was $1.65). He had Secretary of Labor Goldberg rewrite the contract to include subcontracts employing defense workers in areas where Nixon had defeated JFK by a close margin.
