Also, if the police department is severely cut back or replaced with social workers, no insurance company will insure public or private buildings in the city.

Neither the social workers or the fire departments currently respond to dangerous areas without police protection.

Elected city officials are legally required to enforce state laws under their state constitutions. This requires law enforcement officers.

About a dozen years ago the police chief of SF was described as well qualified. She was Chinese, a lesbian and had a Masters degree in Social Work.
