I would say it would be best to keep their hands where you can see them. We do not want them holding something out on us.

I caught a guy in Illinois the cops were chasing. He was lying on the ground and starts to put one hand in his pocket.

I ordered him, "Keep your hands away from your pockets." Luckily, he complied. ;)

If the Dims take control they will ratify the U.N. Small Arms Treaty and then the Second Amendment will be out the window.
