Any opinion as to why an article will not post?

Tried twice to post an article on fixing elections and 4um software would not post saying article did not exist. Article is real enough from Bloomberg and Business Week. I recall BTP having the same problem a while back.

It seems to be some kind of glitch in the system. I can't quite figure it out and I think Neal is stumped too. ;)
