I'd say it's to denigrate and marginalize a cheap solution to Covid so far more expensive vaccines can be mandated. All about money.
Hell, it wouldn't surprise me if HCQ is effective against the common cold. Both are Covid viruses. There's tons of pharma money in cold & flu treatments alone.
