Because that is what Trump wants and he following the orders of the President. If Trump wanted them prosecuted, that is what Barr would do or elseTrump would have appointed a different AG.

There's supposed to be some kind of ethical barrier between the president, which is a political position, and the DOJ. The president telling the DOJ who and who not to prosecute does violate some ethical principles.

For what that's worth in today's world.

I suppose in theory that is true. However, no president will appoint people that are unlikely to follow his wishes. The president, prior to his election promised to get rid of the swamp. Instead, he added to it. Clearly that is what he wants or else he takes his order from some hidden masters.
