They are not just listed as "1800", but as Jan 1, 1800. All of them shown, at least. That to me indicates missing data, not incorrect data. Now if this data is legally required to be in this database, then it's an issue. If instead the place where this data was drawn from is somehow unofficial and not required to have it, then it doesn't necessarily mean mean illegal. It's possible, for example, for this DB to have erased the birth dates for privacy reasons.

Obviously it can indicate false applications for ballots and if it does, missing birth dates should have been checked and denied.
