That is not strange. In fact it makes perfect sense. The mail-in ballets were mostly for democrats. Requiring signature verification would cost the democrats votes. Democrats are charge so they can't allow signature verification on mail-in ballets. However, they want to retain their governor so it is best not to have an election and signature verification might eliminate enough signatures to prevent a recall election.
