Seems to me the new owner should be able to just bust the front door down. If the police come, he shows it's his house. If the squatter complains, the police look to see if he's renting, and he's not.

It's not an eviction unless he's a tenant. I don't think the police could touch the new owner for damaging the front door or anything else.
