There may be a short-term shortage of 1 to 10 oz silver rounds, coins, and bars. However, most likely there is no silver shortage. Otherwise, mints would purchase silver futures contracts and take delivery.
Likely at this time, the demand for 1 to 10 oz silvers bars, coins, and rounds exceeds the capacity of the mints. If the demands continues long enough, the mints will build facilities to increase capacity. However, what mint wants to invest $100 million dollars to build additional facilities when the demand may be normal by the time the facilities are built?

A few smart people are. Most people will wait until the dollar loses most of its value before they do anything. Even then, only if the dollar loses value very quickly like 50% in one to two years.

The tax is based on the state they are shipped to. If you live near the border of a non-tax state, rent a PO Box and have it shipped there. Or if you bank in the non-tax state, have it shipped to your bank. I had APMEX ship some gold coins to my bank.
