I have a place that I go to where I pick up what I need at a price I can comfortably afford. Given that ammunition prices do not seem to be causing a curb to gang violence, I am going to guess that these gangsters are getting sponsored. It is the only way I can think of that they would be getting away with all these shoot outs and not leaving some kind of traceable economic footprint. Unless they are robbing people of not only their guns but stores of ammunition.
