If the constitution was the law of the land, they wouldn't, but of course, it is not law because there are no penalties for violating it nor a means of enforcement. Any law is no law at all if there is no penalty nor means of enforcing it. Bank robberies would thrive if the law has no penalty nor means of enforcing it. Therefore, the government honors the parts of the worthless constitution that serve their purpose and ignore the rest.
