The title sounded good until I listened to his interview. He is pro vaccine which means he ignores the science and his idea of enforcing the law for parole board law violators it it to take them to court to force them to follow the law. Basically, that is no penalty since a real penalty would be prosecuting them which is what would happen to most people that violate the law.

Wouldn't you love it if you got stopped for speeding and instead of a fine, they could take you to court and order you not to speed but no fine. In other words, he is all talk and no substance.
