Seems the public schooling model is beginning to collapse. Private schools wouldn't have this issue. Both teachers and parents would participate knowing and accepting in advance the terms of operation.

Fire all the teachers hire the substitutes teachers, and let parents volunteer to teach until they can hire enough new teachers.
