For the same reason Bill Gates has invested in Bird flu and African Swine flu. Food rationing cards will be digital and eliminate all human freedom.

And millions of Americans will believe they're doing their patriotic duty by ratting out any nonconformists who try to trade outside the system. Just like during WW2 when the US government rationed food, tires, shoes, cars, gas, etc. because those items were needed to help wage war to make Europe safe for communism.
