Those children have lazy noaccount parents that put their own interests above the interest of their children. Good parents put the interest of their children first and will homeschool their children or pay to send them to good private schools.

I knew a woman in NYC who was working two jobs so she could send her son to a private school.
She had an opportunity to go to Syria to be a cook for the U.N. when they were overseeing the shaky peace there.
She wanted to send her son out here to me in SW Missouri.
I put the kibosh on that one pretty quickly. ;)

That is putting her son before her own interest. Not many parents would do that. Lots of parents, especially well to do parents, will pay extra to send their children to a private school. However, typically they can afford it without working two jobs.
