Most of that is the legal aspect, which is good, but the obvious thing to me is the practical aspect of a malfunctioning device causing a car to be disabled on, say, a limited access highway, a tunnel where there is no place to pull over, or when someone is in an emergency situation either due to being in a high crime area or need to get to a hospital. A disabled car in this situation could cost lives.
