From what I've seen reported in RT, Tucker is pleading for one but there's no mention of "negotiations" in play. I hope he does get one as it would be his most viewed interview EVER and do a huge service of debunking the "Russian Man Bad" narrative that both left and right in the USA have been long been touting.

It's very much to Putin's advantage to do that. At least as far as his image in the west goes. On the other hand..... It would not be a bad play on his part to maintain the Putin Derangement Syndrome (PDS) image in western media so the US will continue to dump billions of dollars into the economic sink hole in Ukraine as that will help destroy the dollar which he very much wants to do. He knows there's no making peace with the USA. He wants the American empire uprooted for good. This is his objective in the US-Russian war, and giving an interview could interfere with that goal. There's the death of Prigozhin which Putin is probably furious about, and that on top of the Nord Stream bombing.

No, Putin is probably not in the mood right now. Wouldn't blame him. After the dollar collapses would be a better time.
