The only riot it incites is within the Trump Admin. Easy solution: Burn a flag that's missing a star or stripe that is somewhat short of meeting the legal definition of a US flag. Same thing for the judge that said burning an Israel flag was racial hatred because it has the start of David on it. Just cut the start of David out of the flag first. Criminalizing this sort of thing just doesn't work in the long run.
