The UK government is reportedly eyeing a new "pay-per-mile" tax on electric vehicles in next month’s Budget, as it scrambles to fill a multi-billion-pound revenue black hole. Under the mooted plan, EV owners would be charged 3p per mile, with hybrids hit too (but slightly less). A trip from London to Edinburgh? That’s £12 extra - on top of road tax. Drivers would pre-pay for the year based on estimated mileage, then get charged more or credited back depending on how far they actually drive. I had a step-father once who drove a 20 year-old Packard. He sold the car to a man who lived across the street. I had a dog. He growled at the man when h drove it away. 
A couple days later, the man got in the car to go somewhere so my dog jumped through the open window. It scared the hell out of our neighbor until he realized the dog 
just wanted to go for a ride with what he thought was a car thief.
