The legislation passed on Tuesday says records can be withheld if they would jeopardize an active federal investigation.
The Trump administration may also withhold records that identify victims or include images of child sexual abuse.
The Justice Department has already said the files it withheld contained images of victims and videos of illegal child sex abuse.
Survivors of the abuse were seeking a full disclosure in order to put an end to a saga that has plagued them for years.
'I’m hoping that they’re going to do the right thing and release everything,' Sharlene Rochard, a victim of Epstein’s abuse, told CNN.
'We just want proof that this happened to us. … And we want to help other girls (so) that — that this doesn’t happen again.'

Researchers from Johns Hopkins University have patented a new form of mebendazole
called polymorph C, which may work much better against cancer than the versions currently available.
Mebendazole is already a well-known drug that safely treats parasitic worm infections in humans and animals.
The new crystal form, polymorph C, seems to get into tumors more effectively, including brain tumors, which are usually very hard to treat because most drugs cannot pass through the protective blood-brain barrier.
According to the patent, an oral formulation with at least 90 percent polymorph C can reach cancer cells at higher concentrations than standard mebendazole, potentially making it more powerful.
The researchers also suggested combining it with another drug, elacridar, which can block cancer cells from pumping out the drug, making it work even better.
