She'll get a settlement payout from the gov.  Obviously she assumed it was a tear gas container.

This does prove flash bangs are bombs.  They are intended as distraction / disorientation devices.  I seem to recall one of them landing in a baby's crib when police were doing a house raid.  

For riot control.....  it could probably be argued it's a misapplication of the device.
