A teenager died of sepsis after the hospital dismissed her pain and treated her like a "diva teen."
Thirteen-year-old Chloe Longster, who hails from the English town of Market Harborough, died a day after she was admitted to the children’s ward at Kettering General Hospital in November 2022. Her mother, Louise Longster, said the hospital delayed giving her daughter painkillers and antibiotics for what was later diagnosed as sepsis and pneumonia, per the BBC.
"During Chloe’s last 18 hours on this earth she was in pain and treated with contempt," Longster said during an investigation into her daughter's death, per The Times. Chloe was seemingly regarded as a "diva teen," she said, per the outlet, which reported that Chloe's nasal cannula [a tube to deliver oxygen] fell out and was never replaced, and her name was misspelled on her identification bracelet.
“Chloe asked if she could be put to sleep because it was unbearable. I remember thinking how pale and clammy she looked,” Longster said, per the BBC. "It's harrowing to see your own child in so much pain.”
Longster alleged that the hospital told her Chloe was being dramatic, according to Sky News. “I wish I could go back and say sorry to her for trusting them,” she told the outlet.
The teen’s death could have been prevented, an investigation later found, per the BBC, with assistant coroner Sophie Lomas testifying that “there were several missed opportunities to recognise Chloe’s deteriorating condition.” There was a "clear causal link between these missed opportunities and Chloe’s death …[which] lead me to record that Chloe’s death was contributed to by neglect," Lomas said, per the BBC.
In December, the Care Quality Commission, the government agency which oversees hospital care in the U.K., fined Kettering General Hospital NHS Foundation Trust £1,250 — approximately $1,700 in U.S. dollars — for failing its "duty of candour" — neglecting communication with the patient and family.
“Our whole family are utterly devastated that the failure to call us for five/six weeks is reason for the fixed penalty notice,” Longster told the BBC.
"It's maddening they've only been fined for that."
Carolyn Jenkinson, CQC’s deputy director of hospitals in the midlands, told PEOPLE in a statement:
“We continue to extend our deepest sympathies to the family of 13-year-old Chloe Longster, who sadly died while being cared for by Kettering General Hospital NHS Foundation Trust at Kettering General Hospital in November 2022. CQC found after a detailed investigation that the trust had failed to carry out their duty to be open and transparent, and as a result we issued them with a fixed penalty notice on Friday 5 December. This was in response to a breach of Regulation 20 of the Health and Social Care Act 2008, which requires health and social care services to have a duty of candour and be open and transparent about people’s care."
The statement continued: "The trust has paid the fine and a banner informing people CQC has taken this action will remain on their page of CQC’s website for three months. The amount of this fixed penalty notice is in no way representative of the value of Chloe’s life and is the amount that CQC is legally allowed to issue under these regulations. Any money paid in fines, is passed on to the Treasury by CQC.”
PEOPLE also reached out to Kettering General Hospital for comment but had not received a response at the time of publication.
"When Chloe was at her most vulnerable she didn’t get the care that she needed," Julie Hogg, Group Chief Nurse at the University Hospitals of Northamptonshire, told ITV. "After Chloe's death, her parents weren’t treated with a compassion and empathy that they deserved. We have made a lot of changes since Chloe’s death ... We realise we’ve got more to do and we’re absolutely committed to making those changes."
