That would total abut 800 billion or 1.6 trillion, depending on if only income tax payers are rewarded or if all citizens are.

Yes, the political impact against D's would be enormous, but the more serious effect, perhaps what Musk is looking for, is it would get Americans excited about cutting gov waste as they'd expect more such "dividends" as further rewards.

That benefit could well be worth the initial cost.

CONgress has the power to erase the national debt in one fell swoop by authorizing a bill which will pay it by minting one coin with that value attached to it. But not one of them has the guts to do it. ;)
